M-Pact, Inc., doing business as M-PACT TV (“M-PACT TV,” “we,” “us,” or “our”), operates the public access television stations serving the towns of Palmer and Monson, Massachusetts, including Channel 12 and Channel 15, along with the website located at m-pact.tv (the “Site”). This Privacy Policy explains what information we collect, how we use it, and the choices available to you.

By using this Site, submitting content to M-PACT TV, or working with us as a producer, donor, or community member, you agree to the practices described in this policy.

1. Information We Collect

Information You Provide Directly

We collect information you choose to give us, including:

• Contact form submissions (name, email address, phone number, and message)
• Info Channel Notice submissions (name, email, phone, organization, notice text, requested air dates, and any uploaded images or PDF files)
• Donation information processed through Stripe (see Section 4 below)
• Producer registration and Producers Corner login information
• Content submitted for broadcast or online publication, including video, audio, photographs, and written materials

Information Collected Automatically

When you visit our Site, we automatically collect certain information through cookies and similar technologies, including your IP address, browser type, device type, pages visited, and time spent on the Site. We use this information to understand how visitors use our Site and to improve its performance, using tools such as Google Analytics and Google Site Kit.

2. Public Access Television and Community Content

M-PACT TV is a nonprofit community media organization serving Palmer and Monson under franchise agreements with local cable providers. Because of the nature of public access television, some information is collected and handled differently than typical website data:

• Producer and program information. If you become a certified producer or submit programming for broadcast, we may collect and retain your name, contact information, and information about the programs you produce. This information may be used to credit programming, contact you about scheduling, and maintain our production records.
• Broadcast and on-demand content. Video and audio content submitted for airing on Channel 12 or Channel 15, or published on our Site, is intended for public broadcast and distribution. Once submitted for airing, this content may be rebroadcast, archived, and made available on demand, including through Cablecast (see Section 3 below).
• Public meetings and government programming. Recordings of public meetings and government proceedings that M-PACT TV cablecasts are public records under Massachusetts law. These recordings, along with any related transcripts or closed captioning, may be published and retained as part of the public record.
• Info Channel and community notices. Information submitted for the Info Channel is intended for public display and may include your organization’s name, event details, and contact information as provided.

3. Cablecast Streaming Platform

Our Site uses Cablecast, a streaming and video-on-demand platform, to power our live channel streams, on-demand video library, and TV Guide schedules. When you use these features, Cablecast may collect limited technical information, generally including your IP address, which it uses to identify usage anonymously and to measure and improve its service. Cablecast does not require you to provide personal information to view content through the Software, and according to Cablecast’s own privacy policy, it does not knowingly combine this technical information with other data to identify individual users.

4. Donations and Payment Processing

Donations made through our Site are processed by Stripe, a third-party payment processor. We do not collect or store your full credit card, debit card, or bank account numbers. Stripe collects and processes this information directly according to its own privacy policy and security standards. We receive limited information from Stripe necessary to confirm your donation, issue receipts, and maintain our financial records.

5. Cookies and Similar Technologies

Cookies are small files stored on your device that help websites function and remember your preferences. We use cookies and similar tools for:

• Basic Site functionality
• Understanding how visitors use the Site, through Google Analytics and Google Site Kit
• Supporting embedded Cablecast players and schedule widgets

Most web browsers allow you to control or disable cookies through your browser settings. Disabling cookies may affect the functionality of certain features, including video playback and the TV Guide.

6. How We Use Information

We use the information we collect to:

• Respond to inquiries and process form submissions
• Schedule and administer Info Channel notices

We do not sell your personal information. We may share information with:

• Service providers who help us operate the Site and our services, including Cablecast and Stripe
• The Towns of Palmer and Monson, where required by our franchise agreements or public records obligations
• Law enforcement or regulatory authorities, where required by law
• Successor organizations, in the event of a merger, reorganization, or transfer of M-PACT TV’s operations

8. Data Security

We use reasonable administrative, technical, and physical safeguards to protect the information we collect. However, no method of transmission or storage is completely secure, and we cannot guarantee absolute security.

9. Children’s Privacy

Our Site is not directed to children under 13, and we do not knowingly collect personal information from children under 13. If you believe a child has provided us with personal information, please contact us so we can remove it.

10. Your Choices and Rights

You may:

• Decline to provide certain information, though this may limit your ability to use some features of the Site
• Request access to, correction of, or deletion of personal information we hold about you, subject to our recordkeeping obligations as a public access broadcaster

Some information, particularly public meeting recordings and content submitted for broadcast, is retained as part of the public record and may not be eligible for removal.

Our Site includes links to third-party websites, including the Town of Palmer and Town of Monson official websites. We are not responsible for the privacy practices of these third-party sites, and we encourage you to review their privacy policies separately.
