00:00:21,030	She. Hi, Jennifer. Should we adopt Robert’s Rules of Order, or is that implied? I think that already implied. Okay. Um, you have an agenda. I did a draft. Uh, I did an agenda for your committee, and it’s. I believe the first thing is to organize your committee. Is someone have the agenda? Because you have the agenda.

00:01:07,270	Yes. That’s true. Okay, great. So. Yeah. So you wouldn’t mind getting called to order at 630? Um. Do the organization. And does everyone know how to do the organization? Someone can nominate someone for a chair, and then you. Just do the chair. Then the vice chair and the clerk. Is there anybody with interest in. Any volunteers? Right.

00:01:42,130	I would like to make a nomination for the chair. I would like to nominate Mike Fitzpatrick for the chair of this committee. I’ll second. With humility, I accept the nomination. Okay. Um. And then if there’s no other nomination, you can take a vote. Nomination is before the committee for the chair.

00:02:05,570	Those in favor is indicated by raising their hand. Those opposed, those who choose not to vote. Oh, okay. For the record, I just want to. State. My hand. And the football team is voting. Okay. Um, there’s the next activity. The vice chair. Yes it is. The floor is open for a vice chair.

00:02:29,930	Are there any nominations? Are there any volunteers? That would be willing to do vice chair if no one else wants it? Alison has made a nomination. Who is it? Alison Morgan. Yes. Alison Morgan has offered a nomination. But who did she nominate? She said she volunteered for herself. I’m sorry. Alison. Nominated. Alison. Okay. Which is within the rules.

00:02:52,130	Is okay. I didn’t nominate myself. I said I would be willing. That’s all right. I will, I can make that official. I will nominate Alison Morgan to be vice chair of this committee. I’ll second that. Second nomination has been made in second. Are there any other nominations? Hearing none. Those in favor of the nomination as presented.

00:03:09,930	Unanimous. Welcome aboard. Alison. Okay. I Secretary. Next. Clerk. Yes. Clerk. All right. I will make. A the clerk. Okay. I’ll volunteer to be clerk. Please volunteer. Okay. Yeah. All right. I’ll volunteer. Okay. Who is that? I just can’t see my screen. Sorry. This is Aaron. I’ll. I’ll nominate Aaron for. Sure. We have a nomination. For court.

00:03:42,270	Nomination has been accepted. Any other nominations? Hearing none. Those in favor? Anyone opposed? It’s okay to vote for yourself. Oh. Voters. Unanimous. Okay. Now, do we have any other positions? That concludes the election of the officers. Appreciate your help. So, um. Okay. Um. Um, charge what you. Have in front of you. Well, this is.

00:04:15,100	Okay. For the benefit of the public. All right, I won’t read this, but in summary. Okay. The municipal finance sustainability task force. Anyone else need this? I. Those are the meeting norms. Not the not the charge. They’re being passed around.

00:04:41,270	There’s been a, you know, organized in order to analyze town finances and provide additional data driven recommendations for closing the budget gaps. I’d like to personally point out, I don’t view this committee to usurp the role of the Finance Committee. Okay. I think it’s that’s personal opinion. All right.

00:05:00,730	I have great respect for the Finance committee and worked with finance committees throughout my public life as a school superintendent for, you know, about 50 years. But, uh, and so I hope that the role of this activity, of this committee and the manner in which you contributes, uh, dovetails professionally and politely with the finance committee. Okay. So let me just set that as a kind of a barrier.

00:05:20,730	Um, so the finance Committee has a defined role, and it didn’t change. Okay. Um, so the task force will do its best to identify sustainable, low impact economic opportunities. Uh, to, um, to continue to leverage the heritage and protect the integrity and the reputation that the town has. Uh, okay. Um.

00:05:51,000	We are expected to deliver a final report to the Select board and the finance Committee recommending practical strategies to align for the reoccurring. That’s a critical term for finance, for for budget, for reoccurring revenues. Not one time revenues that are not sustainable or not dependent upon future expenses, while preserving the core finances as best we can.

00:06:16,030	Uh, to ensure credibility and transparency, a key factor a balanced approach of fiscal sustainability. The task force will consist of ten voting members. Has that changed? No. Okay. So a, um, so a quorum of six is sufficient at a given meeting with a with a total group of ten. However, we encourage your attendance and participation, either personally or remotely. Okay.

00:06:40,830	Um, for those who might not be aware, the committee has been organized with a representative from the Finance Committee. Peter. Okay. How many years have you served on the Finance. Committee? 30. God bless you. Oh. All right. Uh, a representative from the school committee, Allison, who joins us remotely. Yes.

00:06:59,830	A representative from the Select board, Keith, to my left. Representative from the planning Board. Bob. Thank you. Barb. Representative from the Pathfinder School community. Laura. Or. Welcome back. Uh, and five resident representatives appointed from the community at large. This is Erika. Chris, Sean and myself. Okay. We have additional non-voting members who will serve as resources to the committee.

00:07:27,700	They include the town administrator who joins us remotely. The director of finance. Sherry. Uh, Paul, the superintendent, who also joins us this evening. Business manager is another individual who serves as a, um, key resource to this committee. Okay. Okay. The task force will analyze the following will commence its study on fiscal year 28 into 32.

00:07:55,000	So it’s an ambitious agenda. The department head consultation will be very much part of the process. We’ll the committee this body will conduct mandatory collaborative meetings with all department heads, with the finance committee does that as well. Right. Okay. Mm. It’d be good if we could, you know, consolidate those and fairness.

00:08:19,870	Right. In some way. We can explore the option to have the presentation be made to both committees simultaneously. I have I have a note on that doctor. Thank you. Um, the finance committee meets with department heads when it’s during the budget season of their, you know, fiscal 28 budget of what their requests are.

00:08:45,800	And, you know, what’s changed within the last year to the upcoming year. And I see that a little different for your committee. Your committee, I think, is going to be meeting with department heads to get a understanding of the services programs that they provide to the community at a more deep level versus the appropriations for that upcoming fiscal year.

00:09:10,570	Because I think a lot of what your committee is going to be looking at again is the the projections of the future and how things for the town, you know, can be massaged or, um, you know, collaborated together with to see how Munson can move forward in these upcoming continual challenging years.

00:09:33,000	Um, so I really do see a distinct difference between the Department of meeting with the Finance Committee for that upcoming budget season versus meeting with your committee. In the sense of clarity and transparency, then that needs to be made clear to the department heads who are preparing their presentations. Agreed? Yes. Okay.

00:09:51,500	And I have spoken with all the department heads. We’ve had several meetings since this task force has started the creation of it, and they all understand that they will have a responsibility to attend your meeting when invited.

00:10:07,000	Okay, so a distinction there was made then that this committee has the long term function of 28 to 32, but the finance committee has the more immediate fiscal year function. Is that an accurate interpretation of your summary? Yes. And at some point those will dovetail together.

00:10:29,630	Um, obviously you’re just starting your work now, so I don’t expect your committee to have any solid information to bring forward as we start, you know, coming into the winter months already. We’re going to be starting the budget process. So I think it would be, um, a little premature to think that your committee would have types of recommendations or anything already for the FY 28 budget.

00:10:47,230	Is there a calendar for the agenda of the building of the budget that the Finance Committee is presented with? They will receive a budget calendar for the year. Yes. And we can’t get that to you too if you’d like. That would be good to see. Okay. I brought a sample of the calendar that I used in my school system.

00:11:07,530	Okay, uh, just as an example, it turns out to be a $30 million budget, which might sound somewhat similar. I brought it down. That one to me. I already got here, I don’t remember. I don’t think I know, and I don’t I don’t believe I sent that, but I have a copy for everyone here. Great.

00:11:22,430	If you could get one to, um, Paul or Leah, they could make sure I get one. Thank you. I’ll just put you on the one. Just for point of clarification. This is only presented in chair as a sample, but commencing on or about October, which sounds similar here. Uh, the the calendar specifies exactly which section of the budget that.

00:12:02,800	Well, the, the schools leadership and school Committee utilizes, uh, with presentations. Okay. Similar to that which has just been recommended. Okay. And then builds a budget and raises questions throughout this process.

00:12:25,130	Some of the key questions that are asked are what has the department had done to minimize cost or to conserve costs, or new strategies for saving money? So it’s all built on becoming more efficient as we move forward. Um, in in my example, this a regional school. Okay. The budget is presented to 13 towns. Okay. And 160 finance committee members in that process. Um, so, um, it’s it’s just an example. All right.

00:12:47,030	If there are questions, I’d be glad to share the way that’s worked. Um, this budget, um, although ambitious to present to a 13 municipalities, uh, has been approved without, well, unanimously for all 13 towns for, for for almost for 30 years. So it’s been a process that has worked simply to look at. Okay. So, okay.

00:13:14,630	Um, back to the description that just handed to me in my script here. Okay. Um, the key aspect for building budgets is to analyze the revenue projections, not to spend every dollar before you receive it, but to do projections. Um, obviously, proposition two and a half limits the total increase to 2.5%.

00:13:38,930	Um, which is somewhat unfortunate because it doesn’t have an inflationary component within it. And it’s almost like the mass Water Resource Commission drawing money from the Quabbin Reservoir. They haven’t built in any inflationary aspect again for that as well. So, um, but nevertheless, we need to live with this.

00:13:58,900	According to the Boston Globe, there were some 60 communities that entertained overrides last year, and I think roughly 20 or so went through, um, after looking at the, um, let’s say, testing of the waters, if you will. No pun intended. There with Quabbin. Uh, that, uh, the decision by the leadership in Munson was not to pursue override. Okay.

00:14:21,600	Uh, and, um, there were questions whether or not it would have passed had we advanced it, to say the least. So we’re being asked to proceed as if we will have only the two and a half plus grants and revenues and donations for the budget. Is that fair to say? Yes. And I think the question of an override would also be part of your long term conversation.

00:14:42,970	Yeah. Well, it’s ambitious to get a grip of the of the short term. Have a mind, a long term. Okay. Um, so, um, for those who might want to the the state revenues obviously drive, uh, an important part of the puzzle. If you will.

00:15:08,830	Um, the state budget is usually released by the governor in the third week of January, but not before. So you don’t even see it. Okay. It hasn’t passed the legislature, but it’s not even, you know, put together.

00:15:27,730	Uh, and, um, elections are underway, you know, but but, uh, but no one should anticipate even getting a glimpse of the state budget revenue side of these revenues until nearly the end of January. Okay. Any questions? All right. Um. All right. Uh, as we look at we we look at both the money out, the expenditure trends according to this, um, contracts that have been negotiated. All right. From health insurance to utility costs.

00:15:53,700	Um, special education costs that are known, obviously, this special town meeting took up some unanticipated special ed costs to address the needs of those students and probably be in compliance with the IEP, which stands for individual Ed plans. Of the students who are served by that.

00:16:13,970	And that was supported, uh, as you probably know, at the special town meeting earlier this week. Uh, we’re expected to, uh, analyze the reserve levels, so we’d have to know what they are, I guess. Um, so we would have to be presented with the report of of the anticipated free cash.

00:16:35,000	Um, what I did send to the town exec or town administrator was that I found it beneficial to complete the audit for the previous fiscal year as quickly as possible, and then filed with the Department of Revenue, uh, in order to have certified free cash. A community or a school system is not allowed to spend the equivalent of free cash until it’s certified.

00:16:53,200	Right. What is the status of of the the audit at this point? Jennifer. Our certified free cash already came in. After that came in about three weeks ago. They had everything turned in. Okay. And is that been submitted to the Department of Revenue? Yes. Okay. So all right, which is a prudent step in the process.

00:17:14,300	Okay. All right. Um, have they given any indication or are you waiting to hear. We’re already certified. It was certified. Um, we had $1 million thereabouts, coming on top of last year. So it was certified at 3.1. Okay. And change. And with the expenses that were used Monday night, it’s about 2.9 million now for certified free cash.

00:17:35,900	Okay. So it’s a known number. Uh, one of the biggest challenges is all the all the unknowns. It’s nice to have those that you do know. Okay. We’re expected to analyze the operational efficiency and preservation by analyzing town departments.

00:17:59,030	That’s an interesting challenge because we don’t see the town departments, you know, other than from from the sidewalk level. Okay. Unless you participate in another activity. But we certainly are very fortunate to have a number of volunteers and personnel within the various town departments. Um. There’s a capital improvement plan. Is that in print? The capital. Improvement plan is something that we’re currently working on, looking into possibly doing a different direction.

00:18:25,300	We typically have not used a official rating system, and this past year, and Paul can speak to it. Because Paul was part of that with us as well. We were looking at going through an actual rating of the projects and or purchases that the department has bring forward, and given the constraints we had last year,

00:18:46,570	we didn’t bring any capital forward for a may town meeting. So we had two items on special on Monday night for the police department and one for police and one for the fire department. And so we’re going to be looking at at that again to see how we want to move forward with the capital.

00:19:02,530	And I’ve had some discussions internally with the department heads to talk about how we want to, um, staff that committee and how to bring that forward. So there’ll be more to come on. That. When you reference, we are talking about the Board of Select Persons. No, the department.

00:19:21,630	Had my my staff that manages the town and the departments with me. So okay, so employed staff will analyze the prioritization of the capital once you see it. Yeah. That’s what we do now. We have, um, the highway represented the police represented the schools, the fire, um, parks and recreation. Uh, facilities.

00:19:43,230	So we have the high level department heads and the town clerk sits on that with us. And the finance director oversees the whole process. And we have a member of the finance committee that sits on it as well. Maureen O’Sullivan. Okay. Well, it’ll be interesting to see how this committee interacts with that process.

00:20:04,330	Well, the ratings that are coming from from the from the professional staff. Yes. Okay. Okay. All right. Um. Is there any timetable for the existence of the capital improvement plan that we, that we would eventually review? Um, not right now.

00:20:33,030	But it would be helpful to have an anticipated target date of when when it would be generated. So we could, in fact, look at it or just chime in. Yes. And I will say that I will. I’m gonna. Paul, are you there? I am. Okay. These microphone, please. Yeah.

00:20:58,430	Paul and I have been, um, talking, you know, closely on a lot of the items that have been coming forward and the schools generated their list for us during this past season. And correct me if I’m wrong, Paul, but it’s about a two page list of some minor, but also some major capital issues that the schools are facing.

00:21:20,130	And on top of that, you know, the town has some some facility maintenance issues that we’re also probably going to be facing with, um, the aging of the highway department’s heating system. Uh, the roof of the highway department, two roofs under the school’s umbrella, and a myriad of other things under the school side.

00:21:43,500	So we unfortunately have not had the capacity of a lot of capital in the past. Um, under the five years that I’ve been here, we created a capital stabilization account for the first time. We didn’t have one in months and years ago. We were not saving money for capital purchases.

00:22:00,900	And so what was typically happening is that every year they were just taken out of free cash. And again, not a good, uh, mathematical equation there. So we have a capital stabilization account that has a little over $200,000 in it. And as you can tell, $200,000 isn’t a lot in today’s time for any sort of purchase and or repair that needs to be done.

00:22:21,530	Um, under all of our departments. So I know Paul and I and Jerry have talked about this. Um, I think the rating that we did at the rating exercise Paul and Leopold participated in it. It was good.

00:22:38,670	I think we learned a lot of the other departments needs, uh, that again, as like you said, Doctor Fitzpatrick, we all don’t know what someone else does unless you’re actually doing it.

00:22:54,430	And so for the department has to sit together and that out, you know, what does this mean for this department? If they receive this sort of piece of equipment or if they, you know, are in just a need of where they have to have the roof replaced, you know, it’s been prepared too many times and it needs to be replaced. So I think capital is an area again that we have lacked in for many, many, many years in the town.

00:23:12,770	Do you want to make a comment, Paul? I don’t think so. Okay. Do you want me to say something? No, I just want to make sure, like I was hitting all the points. That we talked about. Okay. Thank you. Mister Fitzpatrick. Yes. Questions here. Um, yeah, I guess I have a couple questions.

00:23:28,800	So I am also on the finance committee, and I kind of felt like this task force was a little bit to go more in depth and not do the same job as the finance committee. And look at things like Park and Rec, we were worried about money there.

00:23:47,230	We were worried about money in several departments, and I think this was this committee I felt like was more to look at, at things that we couldn’t afford throughout the budget season and go more in depth into looking at that. Um, I don’t know if I’m on the right page.

00:24:06,370	Well, there’s no question that decisions of cuts like the Park and Rec, which was controversial. Okay. Um, uh, I guess the heat of the matter. I’m saying that in order to balance your budget, the decisions of what goes on, what stays. right is, is rather paramount to to to the to the plan. Okay. Um, and so, um.

00:24:26,430	I guess I felt like this task force would be looking more at the departments of schools and, and things like that. As far as the budget wise thing, because I feel like the finance department does look at it. However, we get presentations to.

00:24:43,470	But there are things that we didn’t have time to go in depth with. And we did talk about an override last year in the finance committee, but we didn’t have enough information or time. So I guess maybe that’s what I thought this task force was more. Well.

00:24:59,400	I think the next section in the charge that we’re going over addresses some of that too. Yeah. I don’t think there’s any disagreement with that. Okay. I think it, uh, consistent with my reading, it is only that, uh, this sustainability group is not intended to be again, take the responsibilities away from the others as far as making the critical decisions of what doesn’t survive. Yeah.

00:25:24,630	Okay. So there’s only so many dollars. We know that. Okay. And so there’s going to be a balance. And so there’s a prioritization to that. Um, it’s not uncommon that people ask you how much money do you have in preventive maintenance.

00:25:42,270	Never mind the emergencies that drive things up for the capital items because something is damaged or not functioning well. What have you done to, you know, protect the investment that’s already been made? And you have to be proactive in that thinking. Um, and rely upon your staff to indicate the longevity of things.

00:25:58,630	You know, how long is this good for? Okay, so, uh, and I don’t know, in the procurement part of this, it’s usually helpful to know how long something lifespan of something. So then you can see when it when you need to, you know, replace it. That can be phone systems to heating systems to the whole deal.

00:26:19,970	Um does that answer your question or are you you’re raising a question. Yeah. Both. Okay. Just want to make sure I’m on the right, right path of the plan of this.

00:26:41,570	Well, having access to information and timely information is critical to to making a, you know, a meaningful recommendation and to ease the pain and give people a chance to prepare. Right. Um, so, okay. Any other comments or questions? Point of order on. Um, please, could you finish. You use the microphone, please, so the public can hear it? Yeah. I don’t know if I can be heard from this. Can hear me. Okay. Yeah, yeah.

00:26:59,970	Um, just point of order on the, um, charge. Is there another section, like, I think we should finish reading that and then actually formally adopt it, um, with a motion. Okay. Yeah. Right. Yeah, it makes sense. All right. So. Like section four right now, right. I’ll move along for the reading. Okay.

00:27:22,900	So, um, so we have a whole section on capital needs and historic infrastructure, uh, and some critical decisions to be made about some of the historic buildings, I think, here, as far as the ability to support them.

00:27:39,200	Um, the next category is expense reduction, which is kind of closer to what was just referenced here as far as when you’re, um, faster, identify some practical strategies to reduce any kind of reoccurring municipal costs and improve long term fiscal state stability. Um, to to examine whether it would be more cost effective to for regionalization or departments of functions, I would point out that regionalization is not limited to school systems. It’s used for multiple functions.

00:28:01,600	We’ve had conversations about this, and it’s one of the ways in which towns, you know, from animal control to police, you know, other, other kinds of share expenses, uh, with a viable partner, if you will. Okay. Okay.

00:28:25,900	We are to identify functions that could be regionalized, which just was mentioned in neighboring communities, public safety inspection services, purchasing administrative support. Uh, whether or not we would recommend any consolidations of departments, which seems a bit of a stretch for a new committee. But anyway, uh, evaluate staffing models, although is Jennifer, there must be a current process for evaluating the staff that are in the town’s employ now. So when.

00:28:50,170	You just said that sounds like a far reach. Again, this is a long term committee. This isn’t a one year committee in my in my eyes, just like it states in the charge.

00:29:04,730	So when you’re looking at consolidating, it’s not just for FY 28, it’s for the next five years out or ten years, you know, do we do, you know, like we have the regional services now? We have regional 911. Does the town look to do um, regional inspection services, you know. So again I always say there’s 351 entities in the state and we’re all doing the same work.

00:29:26,400	And it becomes very apparent when we’re in communities that you can drive, you know, five minutes sometimes and be over the line in another community. And that same work is being done. And I think the state is really starting to look at that a lot more to now where they’re pushing and trying to bring things forward.

00:29:46,200	The Governor Haley and her empowerment bill for the past two years has recommended the thought process of looking at regionalization, assessing, you know, veteran services. They have regional districts for that.

00:30:11,500	So I think, again, I don’t want your committee to think that this is a short term commitment, but it’s also not looking at just to identify things for this year. And as far as the staffing, if can you read that statement to me again, Michael, I don’t have it pulled up on my computer. Yeah, I’m not suggesting not that I say we’d be evaluating, you know, for one year. Okay. I think this one, I’m sorry.

00:30:26,030	We want to get off to a good start in the first year. Okay? But in order to plan the years to come, you build on a foundation of what you’re doing in the first as well as the second, third, fourth year. So that I’m not, um.

00:30:43,630	It’s clear to me that it’s multiple years, but we but we still would need certain information and guidance in order to build this foundation, to move forward. Move forward. Okay. Provided your. Committee with, I believe, 28 documents or sources of information so far. Um, did you all receive those emails? Yes. Okay. Yes.

00:31:08,070	So that is the foundation of to get you started at what you need to be looking at, what you need to be on the questioning. That’s where my thought process was going, is you’re going to start looking at the financial, uh, foundation of the town right now. And. Okay. Yeah.

00:31:29,170	May I raise a question, please? My question is, um, it says that we’re to provide a report by May of 2026. Are you is the expectation or are we defining the expectation as the committee, um, to contain this five year projection or are we going to establish what is reasonable within our purview during the course of this current year? Um, to start that

00:31:52,470	process that you’re saying of long term planning and projection. Did you mean, does it say May of 27 and you said 26, or does it say. No, I’m sorry, I’m it probably says May of 27. I meant this this next May. The table I just wanted to be faithful.

00:32:10,870	No, absolutely I whatever report you’re going to bring in in May of 27 is where your committee is at that point. And it could be this is just a status update. Again, it may have no concrete recommendations or concrete, hey, we think we should go right versus left. I think it’s going to be more of a status.

00:32:27,500	And this will be another thing that is built upon as we move forward every year. So information gathering and reporting as like a first potential step and potentially as our focus for this report in May would would be within the purview of of the expectations. Yes. Okay. Thank you.

00:32:48,530	Well, that conversation relates to the mission and so on. Okay. Um, it also suggests we would look at, uh, additional revenue streams, local receipts, fees, excise tax grants, user charges and other reoccurring sources that could reduce pressures on the general fund.

00:33:14,470	Um, we could we should re review zoning bylaws, permitting requirements, dimensional standards and approval process to determine whether targeted reforms could reduce unnecessary barriers to appropriate housing, commercial and mixed use, and adaptive use development. Um, fostering new growth and broader tax base.

00:33:38,470	The task force will answer the following question to support a practical and defensible financial sustainability strategy, what reductions are feasible? What savings options are realistic within the town’s legal, operational and labor constraints? What can be regionalized or consolidated? Which functions can be shared, merged or restructured without materially undermining the essential service delivery? What is the impact of the service? What specific changes in service levels, response times, staffing or program availability and availability would result from each option

00:34:05,430	that’s being suggested? What additional revenue and development options exist? Which lawful revenue streams fee charges or zoning bylaw farms could support appropriate property development and increase new growth and strengthen the tax base and.

00:34:33,070	The deliverables, uh, as mentioned, uh, there should be at least two community meetings or public forums, uh, where the public has an opportunity to guess where we, in fact, present our findings and gather feedback. There’s a final recommendation, a definitive set of recommendations identifying the achievable expense reductions, consolidations and regionalization opportunities, service level impacts, estimated savings, additional lawful lawful revenue opportunities, and development of a zoning recommendations that could strengthen the tax

00:34:59,370	base. As previously mentioned, and implement a roadmap for these things to the Select Board and the Finance Committee. The goal is to complete this work as expeditiously, expeditiously, expeditiously as possible when recognizing that it may require additional time.

00:35:18,500	The first meeting is expected to take place in August or September, but actually took place in somewhat behind schedule, a little bit here. When the task force is. The government, you’re behind schedule. Uh, the task force is expected to meet regularly with a final with a final report anticipated in February or March of 27.

00:35:37,530	Uh, meetings will be posted and open to the public in accordance with the open meeting law. Do you wish to vote this mission? I would like to move that the task force accept the charge of the task force working charge, um, and that the chair request written confirmation from the select board that this is the adopted version. I think it says proposal on it. I’ll see.

00:35:57,600	Motion has been made, a motion second motion made, and second discussion. Yes. Do we need to, um, clarify, um, the point that I raised earlier in terms of, uh, the report timeline and, you know, the purview of that report? I think we should add to the to the motion that written

00:36:22,100	clarification on the term, um, any any terms that the task force finds ambiguous, including that final date of the report? Um. I would suggest that the committee put in a caveat that while some preliminary documents have been provided, uh, about the challenges that the entire Hall 351 communities

00:36:42,130	in the state face, I think this this body, um, needs to decide what it needs to know to, to and then ask for it, review it, digest it, discuss it, and then, um, that would depend on what we could generate, the absence of that. Well, yeah.

00:37:02,330	And I would agree, I would, I would agree with that. And I would also like to bring up the fact that in order to, um, bring some, uh, some of this to the table in the time frame that we would need to form subcommittees in order to, um, you know, go after this, um, in pieces at the same time,

00:37:23,500	uh, in order to get, in order to get it done. I amend the motion to reflect the conditions that were just mentioned. Can I before you amend the motion, I just wanted to say, should we put after the dates as feasible because we’re already behind the timeline.

00:37:41,000	So maybe just put something so it’s not a definitive date that we have to do something by a specific date, because obviously there may be a report while waiting on or something else. Yeah, both reasonable and available. The availability of the information needed to make the recommendation. Yeah. Okay. Um, all right.

00:38:00,030	Is that the spirit of what’s intended here? I have, um, I thought about subcommittees, too, and and doing things in parallel. Um, and I think there’s really three work streams. One is a is a structural deficit review. That’s kind of like how why we’re here, um, and how we got to this point.

00:38:20,570	Um, the other would be efficiency technology, um, expense reductions. Um, and another work stream would be revenue and receipts. So additional opportunities for revenue and receipts. I thought about that as maybe we should split and tackle those things together. The only reason why we might do them sequentially is so that everybody can kind of contribute to each.

00:38:39,600	And you don’t need necessarily different leaders kind of administering each of those work streams. But again, it goes I think it goes directly to your point of what’s the time frame that we’re dealing with, right. Um, and if it is condensed, especially given the late start, then maybe the only answer is to do things in parallel.

00:38:54,500	I agree with your three work streams, and I would also like to add that I think it’s, um, you know, a fourth work stream is also to gather information from the departments to, um, clearly organize what service services that they provide and to get an understanding.

00:39:15,130	And I do agree with you that I think this could be sequenced. And I also think it might be more expeditious if we do divide, and then perhaps we can organize the presentation of information in that way to catch everyone up to date in each of those streams or areas. As you mentioned.

00:39:34,830	I think as long as we all have an opportunity to kind of opine on it and contribute to each of those work streams, that’s fine. So it sounds like a future agenda item for the committee to decide whether or not there should be subcommittees, and if so, what should they be? Is that fair to say? When I’d add to subcommittees? Also, working groups in place of subcommittees or a hybrid of

00:39:53,270	both? Just in terms of it’s not a big difference, but structurally, like subcommittees are like permanent bodies that have permanent members and working groups are just more like, oh, we have this specific task that needs to be done right. These people will do it and then present it. More flexibility. Yeah, yeah.

00:40:10,830	Because we obviously will have we have multiple people with the same kind of background. So yeah, I would agree with that. Yeah.

00:40:26,670	So can I make a sorry can I just make a motion on um I know there’s a motion open right now just on adopting the charge, but can we make a motion on refining the charge to those three work streams, make an amendment to that. Okay, sure. Um, okay. Sorry. No no no no no no no no. It’s okay. So. All right. Um, so let’s would you share the motion as you, as it currently exists.

00:40:43,630	So, so the motion that I wrote down, sorry, I apologize, I wrote all of this stuff ahead of time. My boss calls me Spock in and binary. Um, so just apologize. Um, I move that the task force organized its work into three work streams and take them in sequence.

00:41:00,000	But maybe now we should say, um, in parallel under groups. Um, with the full task force focused on all three department head consultations run alongside the first two periods or the first two work streams and inform all three. Um, to your point, um, ideas received before their work streams periods are logged and held for it.

00:41:17,630	The calendar in motion um sets each periods, dates. All deliberation takes place at posted meetings according to open meeting law. The three work streams are a structural deficit review how the town reached its current position. Multi-year revenue expenditure and reserve trends. How reserves have been used, how adopted financial policies compare with practice and the fiscal year 2028 2032. Outlook.

00:41:40,330	Um. Be the second work stream would be efficiency, technology and expense reduction opportunities to reduce recurring costs through regionalization and shared services consolidation, staffing and vendor review, service prioritization and technology and process improvements. Also informed by the department head. Consultations. Um, and then the third would be revenue and receipts.

00:42:05,830	Lawful recurring revenue, including local receipts, fees, user charges, grants and new growth, development, zoning and permitting, and the distribution of the tax burden between residential and commercial, industrial and personal property.

00:42:31,370	Um, my thought was that the findings from the first, um, structural deficit review would be the basis for the first interim report, followed up with findings from the the second two work streams, um, or the second and third work stream being a part of the final report due in May. That’s certainly logical. It builds upon that which we already know, and we just went through. Yeah. So yeah. Okay. All right. Does that include the fourth that doesn’t include the fourth. It doesn’t include the fourth.

00:42:49,170	But I think that’s kind. Of baked in which is the department heads. Say that in the services it would be part of that discussion. So I’m comfortable with the proposition or the motion as it stands. The second stand there appear second. Yeah. All right. We have a motion before, uh, before the body.

00:43:07,600	Uh, any further discussion? Those in favor? Is that an amended motion from the first motion? Yes. An expanded, you might say. Okay, because we we have to either amend the first motion or vote on the first motion and decline it. So then make a new motion. Vote on the amendment first. Then is what you’re saying.

00:43:26,200	You definitely vote the amendment first. Whatever the first motion was, we can either amend that first motion or we have to vote down that first motion to present a. New. Just a second. I appreciate your pursuit of this.

00:43:42,500	In order to record it properly, but do you view that as a clarification of the amendment made, or I’m saying of the motion made or an amendment to the motion. We can I mean, I will submit it as an amendment to the motion to adopt the charge. All right. So we have this wording as just shared and seconded by Peter. Okay.

00:43:57,570	Represents an amendment to the first motion. Now do you need to distinguish usually the main motion. And then. The first. No, that that’s just an amendment. All right. Now that the amendments were made will go to the main motion okay. All right. All right. Those those in favor of the main motion. And second.

00:44:19,630	Any vote on the amendment. Pardon? Okay. Did we vote on the amendment? I think amendment. There should only be one motion on the table to vote on the amended one.. Right. All right. So both passed. Okay. So okay, so the amended motion has passed. Well been extended. Yeah. Very ambitious agenda.

00:44:42,030	Did that did that include the um amendment about the dates. Um. Did you specify that you did not. Specify any dates in there. may date? I think what I thought you said May you didn’t say. May I. Say. No? I did not hear the date mentioned.

00:45:04,930	That was brought up earlier as like the the charge states that the date is May, but I think. Actually March. Right. Which is very. Ambitious one. Right. And the original it’s it’s earlier it’s March. But in the more recent it may. So so should we also update the charge to include dates as feasible. Yeah. I think we should. Agreed. Yeah I agree.

00:45:26,370	All right. So let’s let’s look at a motion that the, the design of a report would be dependent upon. Once again, the ability of this group to review the material that it needs in a timely fashion, digest it, uh, as a condition of producing the report. Otherwise it produces merely its deliberations.

00:45:57,600	Is that helpful? Alison? In the charge, it just discussed specific timelines and dates that this task force is expected to bring the information forward. So that’s why I just mentioned earlier.

00:46:16,300	Should we put something in there as feasible? Um, because if we don’t have the information we need to complete said report or anything, then I want to ensure that the public doesn’t think that we’re slacking, that it’s more so we don’t have the information we need to complete the task at hand. I, I believe that clarification is critical to the credibility of this committee. So I think you’re right on target.

00:46:35,800	So what we’re we’re what it’s been suggested leased, on it is that we’re amending our what we’re willing to commit to within the mission to indicate on the conditions that were just been discussed. Okay. We don’t even know what we need. I don’t think we’re going to discover things that we need along the way, and more pieces of the puzzle. Even for the first year, will come into play.

00:46:57,670	Okay. Do you feel a need to vote that or not? I feel like we should vote it as a as another motion. Um, okay. All right. So, Allison, um, can we view you as making that motion? Sure. Okay. All right. Okay, so we have a motion that puts in conditions relative to our ability to produce the product.

00:47:21,470	Okay. Other than producing the deliberations of our efforts. Okay. All right. Motion seconded. Second, second. Okay. Discussion. Any further discussion? Hearing none. Those in favor? Unanimous. Thank you, thank you. Ellison. Okay. Um, any other business? Yes. Good. Norms., group norms. Next date, maybe. Nope. The next thing on the agenda item is group norms.

00:47:52,130	And, um, what you all were handed just in preparation for the meeting to gather my thoughts, I put together some draft norms and no way, shape or form I. Am I expecting the committee to adopt these as written. It was more so.

00:48:11,100	Just a starting point for us to, um, collectively discuss and amend as the committee sees fit. I just figured it would save us a little bit of time to have something in writing to work off of. Okay. Um, once. Again. Utilize the charge that we just, um, the description of the committee and our purpose and all of that in order to create these norms.

00:48:31,870	Allison, these norms are just a question for you. These these norms are about meeting norms. Um, so things like start on time, come prepared, let the data lead, um, and then some norms about the meetings with department heads. Um, and some norms about holding public forums. Um, I read through them.

00:48:56,900	I think they’re all very clear and I don’t see anything contentious with any of these. So I would make a motion to adopt as written. Is there anyone who needs more time to review this? I also reviewed this, and I would agree that it, um, it’s, um, it’s not an expansion of Robert’s Rules, but I’m saying

00:49:16,300	that it’s details courtesy, but also communication processes within the committee. Okay. Um. And I just want to ensure, Jennifer, was this the what your agenda item was meeting to create these norms, these type of norms, or are we missing something? Um, it was more, a this is wonderful what you did, Allison, but I think it was

00:49:39,170	also more about the group norms that we see sometimes when we’re working in large, collaborative, um, workshops of, you know, letting the other person finish their thought before interrupting them, you know, um, Erika, you and I talked about this a little bit.

00:49:58,100	You want to fill in some of the gaps? Yes. So so basically, it’s a proposal to establish, you know, guidelines to help keep the meetings, uh, focused, uh, respectful, uh, productive and purposeful. And that should a problem arise, you know, we have these agreements, if you will, to go back to, to help, uh, refocus or redirect us.

00:50:28,800	I, I read your document at least once when you sent it this afternoon, and I think it does cover everything that I have looked at with Eric. I don’t know, Erica. Do you think there’s anything missing? I do not. Okay. I second. The motion that’s on the table. Motion’s been made. Okay. To accept the norms as presented.

00:50:51,230	Okay. Is it seconded? Yes, it was seconded. Yeah. Second, Darryl. Further discussion. Hearing. No question. Sorry. My only question would be the specifics of item 13 for a recap circulated within 72 hours. If it needs to be that strict. I was going to say I.

00:51:16,630	That was the one thing that I wasn’t sure that 72 hours was. I’ll use the word reasonable, because at the end of the day, we’re all working full time jobs or doing other things. Um, so I’m not sure that the 72 hours is necessarily something that, um, makes sense. Mm. So good catch.

00:51:38,900	And clerk I think if we could get the meetings recorded and we have transcripts, then, you know, that’s definitely a feasible thing. Um, you know, to, to pass out, um, basically the minutes of the meeting within 72 hours. I think that’s reasonable. Um, but it’s really dependent on whether or not we can, um, have the transcript made available if we’re recording these meetings.

00:51:59,830	Yeah, well, I don’t want it to be a burden to the to an uncompensated secretary. What I’m saying that, um. Superintendent foster, um, within the Google meet, do the transcripts come out immediately? I’m coming up here because the mic, um, yes. We got I mean, they have to compile that.

00:52:23,870	We get an email with them within minutes of the meeting. If those could be shared to the committee members. Um. The the process that I’m used to. Okay. Is that the committee, uh, school committee or otherwise receives the draft school minutes and votes them and then they become real. Yes.

00:52:47,030	Up to that point, they’re not released to the public because they’re not a they’re not official. And this is just a reference to a recap. And not minutes necessarily. This is just what we decided at the meeting. Deadlines. And like who’s doing what? To recap, not necessarily minutes, right? Yeah. Mr.

00:53:05,000	chair, I also agree that that the minutes aren’t final until they’re approved, which usually takes place at the beginning of the next meeting. Correct? Yep. Okay. That’s normally the process. Yeah. Okay. Right. Yeah. Because 13 I mean it starts with close with action items.

00:53:23,300	So the action items is really what would be the if I’m reading it correctly in my mind would be that would be the recap, not the minute, not the minute. So any action items and people that signed up to do things would be basically the, uh, if I’m understanding it correctly would be the recap, just so that everyone’s aware of who signed up for what. Right. Okay. That was my intention of how I wrote it.

00:53:42,070	So so the recap focuses on action items, if you will, or commitments made by. Right. Okay. Does that sufficiently answer your question? Yeah. If you’re comfortable as clerk with the 72 hours. I can get that transcript. And that’s even without the Google meets the MPC when they post meetings. Now has a downloadable. Transcript. Yeah.

00:54:03,370	File, which is, you know, auto generated. So the accuracy is hit or miss. Obviously reviewed. Right. Like, you know, reviewed of the transcript. Of the meeting norms as discussed now before the body. Okay. Um, motion’s been made and seconded. Anyone any further discussion on the North hearing none.

00:54:26,430	Those in favor of the norms as best we can accomplish them. Okay. Uh, anyone opposed? Anyone not voting? Okay. Thank you. Unanimous. Mr. chairman, I have additional working norms that I’d like to propose as a motion. Besides meeting norms. Um, okay. Would now be an appropriate time. Sure. Okay.

00:54:49,070	Um, so I move that the task force adopt the following working norms. Um, meeting materials are distributed to members and posted at least 72 hours before each meeting. Um, materials received later are posted as soon as they arrive and marked late, and the task force may defer any item that depends on them. Um, the task force sets its own agenda.

00:55:09,100	The chair prepares it with the clerk’s assistance. Any member may submit an agenda item by email to the clerk, and the clerk logs each submission in a shared repository. Um regular meetings are held in the evening on days chosen by the group. At times that work for residents who work, or anybody else who works.

00:55:29,700	Um, public comment would be taken at two public forums required by the charge. Um, and that any special public comment meetings that the task force schedules as it works um, through the through the process, written comments may be submitted through the task force, um via a website at any time.

00:55:53,130	Um, to be logged and posted requests for information between meetings. Um I think should go in writing to the town administrator or to the director of finance for financial data, with a copy made to the clerk staff responses to go to the clerk who posts them in a shared folder that we all have access to.

00:56:09,430	Um, a single document repository is kept for all of the members. Materials are published publicly only after approval by a majority vote of the members present, except that nothing in this norm would limit any disclosure required by law, including the Public Records Law and the Open Meeting Law.

00:56:30,530	Um members ideas for reducing expenses or increasing revenue are submitted in writing um to the clerk who logs them in a shared repository, and those ideas are discussed only at posted task force meetings. So it’s a little bit more about how we operate, um, and less about how we act. Um, during meetings. And that’s the motion.

00:56:47,570	Do you have a written copy of that to share with us electronically? And I think I might need some more time. I don’t know if we can table that for next meeting. I know I definitely need some more time to digest that. Sure.

00:57:01,200	Any objection to tabling at the moment? Not at all. I’m happy to share it with the whole committee. I’d give you a chance to put it in writing. for sure, to follow through with what you’ve suggested, to be shared. Sure. Yeah.

00:57:15,100	And I think it would be great if we all had time to look at it and maybe next meeting, look at combining what we just approved with that. And maybe we can name the other document. Um, you know, the Financial Stability Task Force norms. And then we have meeting norm session and then a second session session with the working norm. Allison, do you have everyone’s email for. Um, I believe it’s in the meeting invitation. Okay. Okay. All right.

00:57:40,970	Um, how about another meeting? Any thoughts about the calendar? A. Okay. Do we have to make an official motion to table that and put it on with the next agenda? No. It was agreed that it would be tabled. So it’s withdrawn. Okay.

00:58:15,730	In my opinion, the question was raised whether or not we have to take an official vote at the tabling. And I’m saying no. The my suggestion was know that the individual petitioning us has agreed to withdraw it temporarily. So it’s tabled. Um, how does Thursday, the 12th of November look? Like, for me. Like a day after Veteran’s Day. Good for me. What time? Time.

00:58:41,830	Same time. 630. Okay, that works for me. There’s one. Yes. It’s two yeses. Yes, I can do it. Okay. All right. Yeah, I think that. Yeah, I think that works for me, too. Yeah. 630. Same place. Same place. Ball. We have peace. Yeah. Has executive session that night.

00:59:03,700	Is that. I thought we, um. Oh, yeah. Because I thought we. Yeah, but I thought we moved it to the ninth. No, this one is for another item. Oh, okay. Yeah. I haven’t put that on my calendar yet. The other calendar. Okay. So yeah, I got on the.

00:59:19,830	I’m not good on that one. Sorry, but if the, the majority of everybody can, um, let’s see. What time is that executive session meeting. 630. Oh. Same time. Yeah. Mm. Okay. How long do they usually last? I’m not sure about this one, so. Okay.

00:59:50,700	Jennifer, do you know, how do you think how long that, uh, that one will be? Um. It depends. It could be anywhere from 15 minutes to a half hour. Can we do this meeting at seven? Could we do earlier. Or 530 to 630? I don’t get off to work until five. I can’t get here until, like, almost six. So could we entertain 7:00, then.

01:00:11,470	There’s a meeting starting at seven. Seem to be conducive to your schedule. Well, yeah. Yeah, I mean, that’s fine with me. If it’s fine with everybody else. Yeah. Okay. All right. All right, so we’re scheduled for 7 p.m. here on the 12th of November. Right. Okay. Uh, with an agenda to be developed. Um, okay.

01:00:36,870	Do we want to invite anybody to the second meeting to present anything the director of finance or the school business manager, or we want to still kind of work through what we’re operating on doing. Um, before we invite anybody to come in.

01:00:52,870	I mean, I feel like we should have a presentation for baseline where we are from certain members of staff. I propose that we take a look at those three workflows and maybe look at the first level and try to organize, organize ourselves in group to determine, like, what we need.

01:01:11,870	And perhaps at the following meeting, if what we determine we need requires other people to come in. Okay. Um, because we do have, um, that was shared in email. I don’t know if that can be placed in a shared folder. So it’s easier for everyone to access. But, you know, we do have the initial, um, financial documentation.

01:01:30,800	Okay. Um, Jennifer, just a question on that. I didn’t see that email come across. Was that using a wrong email for me? Because I know that I was not on. The first document. Yeah. I’ll resend it. Thank you. Have you have it right there? Um, yes. It was sent on October 15th.

01:01:52,670	Okay. I can follow up with you after. Yeah, I have emails. I have like 15 different emails. Yeah. Well. Okay. Um, I could I could just follow up with you after Erica and give you an email. To you. It’s a the a Carpenter zero one email address. Uh, yeah. No. Okay. Yeah. Um, okay.

01:02:12,370	I’m wondering if we could create, like, a Google drive, um, that all the materials can be dumped into. So that way, everyone here can access them as needed, rather than having multiple different emails to try to find documents. If you guys are happy with that, I’m happy to help set up some of that shared technology.

01:02:29,270	Um. For sure. Yeah. If there’s no objections, I’ll just go ahead and do that. Okay. Do I need to make a formal motion or. Go ahead? I’ll make a motion for Erin to create a Google drive to share with the members of this task force. I’ll second. Those in any further discussion. Those in favor? Erin, will you.

01:02:54,600	Oh. Sorry. There’s a delay. Sorry., I. Didn’t hit unmute. Quick enough. Um, Erin, when you create it, are you gonna do, like, a shared drive that can be created? That way? Everyone can be content. contributors and all of that. Absolutely. Yeah, 100%.

01:03:13,200	Um, and I’ll set it up in a nice structure so that if you have if any member has thoughts about agenda items, there’s, you know, a specific place for those. And, um, yeah, we’ll set it up really nice. Sure. Perfect. Thank you. You’re welcome. What else? Paul? Yes. No. I was wondering. Sorry. And I don’t know. Jen, can you hear me? Yep. Um.

01:03:30,100	I wonder if it needs to be set up on a town or school account. Yeah. So, like, if it’s in a private or private Google account, that doesn’t. It should not. Yeah. It should not be a personal account. I, I agree with you.

01:03:46,500	In fact, one of the motions that I was going to put forth today. But but you know, haven’t gotten to is, is the creation of a domain. Um, at the town owns for this task force specifically, um, there would be a small cost to that that the town would have to bear. But it keeps things independent.

01:04:03,000	Um, and it gives us a really nice structure to work off of. Um, if we can make that as a motion.. Erin, can you flesh that out a little for me? Like, what would that mean? Uh, it just means purchasing a domain that’s that’s shared for, um, email purposes.

01:04:19,800	So we could have a shared mailbox that things go to that is, you know, um, puts files where they belong automatically. Um, it makes the world a little bit easier from an independent standpoint that we could communicate that way. Um, and also, if we wanted to set up a website where any public information could be displayed.

01:04:38,470	Um, we would do it under that domain. It’s not owned by anybody but the town. I’m absolutely open to that. And I was, you know, thinking that we are going to need your committee is going to need some sort of, you know, public facing time to, you know, I anticipate it may be

01:04:56,900	appropriate when you’re looking at certain service and functions that you’re also looking to the community to ask the community members what is important to them and what are they utilizing for services, functions, programs within the town? Yeah, 100%. Um, I actually do have a motion to I just make that motion now. Um, about a website.

01:05:21,700	Well, I was going to I don’t know if you would know off the top of your head, Jennifer, but is that something that we could facilitate through Civic Plus with what the town has now without having to purchase another domain or.

01:05:36,930	I don’t really answer that question, but we can definitely find out. I don’t know if there’s, you know, I’m not a tech person. I don’t know. , a domain or, you know, does it just become part of the web page? You know, do you have a web page under our website? I don’t understand. I mean, everything is possible with technology.

01:05:55,100	So you could do things like that. The question is, you know, um, who administers it and how to update it. Um, you know, so if you want this committee to kind of administer its own thing, it would just have to have access to the domain.

01:06:10,270	I don’t know if there’s security issues that are going to be considered with that. My opinion is keeping it separate is cleaner, and it’s still owned by the town. Um, so if you guys wanted to get rid of the domain at any point in time, you do. Um. Yeah, I’m I’m totally open to that. Okay.

01:06:27,030	So I move that the task force established a dedicated public website for its agendas, approved minutes and approved public materials, and a public forum through which residents may submit written comments and ideas for reducing expenses or increasing revenue. That the chair requests that the town fund the domain and basic hosting with the registration in the town’s name and the clerk as administrator.

01:06:46,070	Um, and that the town continue to publish the notices and documents. It is legally required to post submissions through the forum, are sent to the clerk, and logged and posted in a public log, and ideas are considered only at posted task force meetings. Second. I came. Prepared. I was, I was I had that thought. Yes.

01:07:05,670	That run afoul of the open meeting. I though. what open if members can respond to the website. No. So there. So the website will be intake only. Right. So there’s no back and forth. There’s no emailing back to residents or even amongst us. Um, you know, um, it would just be intake only.

01:07:25,530	And anything that comes in from the public or even from other members would only be discussed and shared at a, at a meeting like this. That’s open. Okay. A question was raised whether or not the attempt to document things complies with the open meeting law. And Aaron responded to the question. Okay.

01:07:43,800	Any other? Yeah. Um, can you what was the last part of of that motion? Can you just repeat that as far as like because, you know, a lot of this, if I heard right, you’re saying that ideas and thoughts can’t be discussed outside of the committee. So I. Don’t. Think it’s all about. Yeah. The community. Correct.

01:08:09,070	So unless I mean, because, you know, unless we’re in a quorum. Yes, yes. We wouldn’t be able to discuss that, but we have to discuss things outside of here with the public. You can’t really restrict us in that way. Right. And that’s not the intent of this.

01:08:27,770	I think ideas are considered, um, maybe for votes or approval at posted task force meetings. In other words, you can’t have a quorum outside of the actual open meeting that’s open to, you know. Correct. Right. Right. Um, that’s that’s the intent of it.

01:08:49,400	If you want, I can revise the language and we can table it till, um, the next meeting, just to be clear on that point. Good question. Response. No, I I’m as long as I mean, we’ve just documented that the clarity on that. So I’m fine with that. Yeah. We have to talk to to your point, members of the town, we have to solicit ideas from the public.

01:09:06,100	This is, you know, a way to kind of do that. Um, but it’s definitely not meant to discourage you going to talking to the police chief or anything like that. Right. Yeah, exactly. Thank you for the call. Could it just be changed to say no discussion in a forum? So we. Can, just by the open meeting along? Yeah, yeah.

01:09:22,870	Well, make an amendment to it to say that. Yeah. That we adopted the open meeting. The open meeting was already party part of the norm that we established. So I think. We’re we’re okay. Yeah, I think we’re all right as well. I just wanted to make sure I was clear on that. Yeah. So.

01:09:37,670	Okay. Um, I’m comfortable with. Did you come with any other motions? Yes. In the interest of time, I’m happy to table those till next time. But yes, I did. I. I don’t think we voted on that yet. No. We have a motion. Has been seconded. Yeah. Okay. Further discussion. Okay. Those in favor? Those opposed.

01:10:06,230	Those who choose not to vote. Okay. Thank you. All right. Any other actions to come before the body? Okay. Once again, we’ve agreed to 7 p.m. on the 12th. I think of November for the next gathering. Uh, with review of materials between now and then, by individual.

01:10:24,770	By members. Okay. Um, and we’re going to bring back a motion that you agree to withdraw. Yeah. Okay. Cool. Okay. A motion to adjourn. So move. So move. Second. Second. Chair. Rules in favor. Okay. All right. Thank you. Thank you very much.
